CENTRAL LIBRARY
INTRODUCTION
The Library at the Medical College, Pondicherry started functioning at the erstwhile Medical College Buildings at Pondicherry from 1957. It was shifted to the Banting Hall, JIPMER in the year 1964. The Central Library was finally shifted to the present centrally air-conditioned building and started functioning from January 12, 1973. It has the following sections:
Book section cum main reading hall with a reading capacity of 175 readers.
Xeroxing Section adjacent to the main reading hall.
Current journals section where latest journals are displayed in the first floor of the library.
Internet Section in the first floor.
Bound volume section in the basement of the library.
WORKING PATTERN – TIMINGS, HOLIDAYS
The Working Hours of the Central Library is from 9 AM to 10 PM. It will remain closed on the following dates during the Calendar Year 2004:-

4. Independence Day 15th August
5. Vinayaka Chathurthi 18th September
6. Mahatma Gandhiji’s Birthday 2nd October

9. Idul Fitr 15th November
10. Christmas 25th December
However, the Working Hours of the Central Library will be from 9 AM to 12 Midnight for two months in a Calendar Year for meeting extra reading needs during the Examination time (one month during each Examination Session). These months will be notified later.
USERS
The following only will be permitted to use the JIPMER Central Library:-
a) All eligible staff and students of JIPMER
b) Retired Faculty Members of JIPMER
c) Students undertaking Project work in JIPMER upon collection of
Refundable Caution Deposit of Rs.500/-
d) DNB Students & Guides from GH/MH, Pondicherry upon collection of
Refundable Caution Deposit of Rs.2000/- per individual.
e) Short term permission for outsiders up to 2 or 3 days at the discretion of the Officer in charge

SERVICES TO MEMBERS
Latest editions of medical, para-medical and general books of famous authors are procured every year and offered for Referencing and Circulation. The total collection of books as on date is 32714 apart from 3999 books procured exclusively under the Book Bank Scheme for the benefit of SC/ST students.
Two hundred and forty one Journals from Indian and International Publishers are subscribed for the year 2004. Presently, the bound volume collection of the Journal Section is 28295.
Internet browsing facility is provided free of cost to the Faculty Members, Residents and Students for their Academic, Research and Patient Care activities.
Good quality xeroxing facility is provided at very reasonable rates.

The Central Library also caters to the needs of other Institutions/Libraries by supplying xerox copies from Journals upon their specific requests.
LAYOUT
GROUND FLOOR:
The front entrance leads to the Referencing Section hall where very important titles from various medical branches are stored on open shelves. Dictionaries, Encyclopaedias, MCQ books, General Knowledge books etc. are also available in this Section.
Hindi Books numbering around 1500 received from the Hindi Implementation Wing of the JIPMER Administration are also stored on open shelves in the Referencing Section. There are 1620 French Medical Books procured/received in the early days of the Library.
The latest arrival of Journal issues are displayed at the right side of this Hall.
The Faculty Members can conveniently do their referencing work in the area exclusively arranged in this Hall at its right corner.
The Books available for issue to the members are stored on open shelves at the rear side of the Referencing Hall.
FIRST FLOOR:
The Journals received in a Calendar Year are displayed on several pigeon hole racks. At the end of the year, these are sorted date-wise and sent to the basement for binding work. Books on Special Clinics published from abroad are stored adjacent to the Pigeon Hole Racks.
Just above the ground floor counter, the copies of Theses received from the PGs and Research Scholars of JIPMER are stored in Department-wise – Date-wise order. Adjacent to it, the World Health Organization Publications are stored on open shelves.
Just above the ground floor issue books area, the Information Technology Wing with Computers connected to Internet are made available free for the use of Faculty and Students.
BASEMENT:
Bound volumes of Journals are stored in the Basement according to the titles alphabetically. One wing towards the rear end consists of Journals dating prior to 1985 and the other wing forming the front end consists of Journals dating from 1980 to current date.
MEMBERSHIP ELIGIBILITY
The Faculty, Paramedical Staff and Students of JIPMER are eligible to become members of the Central Library. Outsiders can also become temporary members by paying the Caution Deposit.
Issue of new Membership Cards, collection of fine on overdue books, issuance of No Due Certificates are done inside the Issue/Return Cubicle by the Staff posted for the respective purposes.

Books are issued for period of ten days in the first instance and if required, the same book can be renewed further two times for a period of ten days each and thus no book will be allowed to be kept with a member beyond thirty days.
A sum of fifty paisa will be collected per day beyond the stipulated due date.
RULES & REGULATIONS
Usage of Cell Phone inside the Library is strictly prohibited.
Every visitor is expected to show his/her identity card every time to the Janitor on duty at the entrance of the Referencing Section. At the time of entering inside the library one should enter his/her name and address / designation in the register kept at the entrance.
Personal books, Xeroxed and printed loose papers are not allowed inside the library under any circumstances.
At the time of applying for library card the users should bring a stamp size photograph to be affixed in the library card.
Library cards are not transferable: The card holders should come personally to borrow the books, and authorization is not allowed. The borrowers should get the library Card revalidated every year after expiry of the validity date mentioned at the back of the card.
Loss of books: In case of the library card is lost, a duplicate card will be issued on payment of Rs.5/- per card.
Reference Books: Reference books will not be issued. Other books are issued for study purpose for ten days for students and residents and fifteen days for faculty and other eligible staff members. Books should be physically presented at the counter for renewal.
Transaction hours: Books and journals issue transaction on cards will be done between 9AM and 4.30 PM on all working days of the library. No transaction will be made on Sundays and other declared holidays.
Books lost should be reported to the Officer-in-charge of library immediately. Loss of books, if any, if reported , the person has to pay the fine plus the cost of the books at the time of getting clearance from the Library.
Loss of books: Every borrower from the library is responsible for the safe custody and return of the book borrowed by him/her. In the event of damage or loss he/she shall replace the book or pay the cost of the book.
The Officer-in-charge/Librarian has the right to call back any book / journals issued to anyone at any time and the same has to be returned without fail. The Officer-in-charge / librarian shall have the power to refuse the issue of any book / journal to anyone infringing the rules.
Strict discipline should be maintained inside the library. The position of the chairs and tables should not be changed.
Books brought for renewal should be given to the Staff on duty at the Issue/Return Counter right from outside the Referencing Hall. While books are taken from the Issue Books Section, the same should be handed over to the Staff on duty at the Issue/Return Counter from inside the Hall and received through outside.
The users visiting the Bound Volume Section at the Basement should make sure that they DO NOT REPLACE any Bound Volume Journal to a shelf. This is important to avoid any replacement to a wrong title. Assistance by the Staff on duty will be rendered to trace the required Bound Volumes that could not be located by the users themselves.
OUTSIDERS / VISITORS
The permission granted is subject to:
1. He/She shall abide by the rules of the Library.
2. He/She should possess this permission letter with him/her and should produce the same on demand.
3. Permission granted will be valid only for the specified period (days/months/year) and in case extension is required, fresh request should be made.
4. Permission letter should be shown to the Janitor while entering inside the Library and he/she should enter his/her name in the register at the gate while entering inside the Library.
5. He/She should not bring any personal books/bag, long size note book etc. inside the Library.
6. Permission granted can be withdrawn by the Officer In-charge/Librarian at any time without assigning any reason.
INTERNET FACILITY
Computers with Internet browsing facility provided at the first floor and in the Referencing Hall. These computers are meant to be used free of cost by the Faculty, Residents and Students only for browsing the Internet for their Academic, Research and Patient Care related matters. Any person of the above categories can avail of thirty minutes Internet browsing at one stretch and after that, he/she should hand over the system to other waiting users. Users are not permitted to install any new programs or remove any programs existing on the Hard Disk. When the Computer is not working or not able to browse Internet, users are advised to restrain from manipulating the connections or altering the settings on the Computer.
XEROXING FACILITY
There is a Xeroxing Section at the corner alongside the Issue/Return Cubicle inside the Library Hall almost adjacent to the Librarian’s room.
Only pages from the Books and Journals are allowed for Xeroxing. Full Books or Journals are not permitted. Personal materials are not permitted to be brought in the Library for Xeroxing. Any Xeroxed materials should be shown to the Janitor on duty before taken out of the Library.

SEMINAR HALL
There is a Seminar Hall with direct entry from the main entrance through a staircase at the right side. Important Meetings and Training Sessions etc. are conducted in this Hall.
FUTURE PLANS
• The Seven Cubicles in the first floor will be equipped with Multimedia PCs for starting E-learning facility.
• The Library Seminar Hall will be equipped with latest Audio Visual Equipments.
• A new facility for Internet and Desk Top Publishing will be provided soon at the Basement through a private vendor as has been done in the case of Xeroxing facility.
