             I extend a warm welcome to all of you.

 

            We are all extremely happy that we have Prof. Jalees Ahmed Khan Tareen, Vice-Chancellor of Pondicherry University & Member of University Grants Commision, with us today as our Chief Guest.  Prof. Tareen is a native of Mysore in Karnataka, holds M.Sc. in Geology, Ph.D. in Experimental Mineralogy and Doctor of Science in Solid State Chemistry.  He served in the University of Mysore for 33 years in various capacities and later appointed as  Vice Chancellor of Kashmir University where he had the challenging task of restoring the academics of the militancy-stricken university which was on the verge of collapse, and bringing it on the national map.  He accomplished this challenge in a very short span of time and the University emerged as `A’ grade University under his dynamic leadership.  He has also served as CEO of South Asia Foundation where he actively involved himself in various welfare measures for the society.  He has been instrumental in popularizing pre-primary education in rural areas.  An outstanding researcher and an able administrator, he has won various awards including National Mineral Award of Govt. of India in 1996.  We are all honoured by his presence.

 

            Now, I would like to present a brief introduction about this Institute followed by the annual report for 2007 .

 

            Established in the year 1956, JIPMER has grown up as one of the premier institutions over the years and is still marching ahead to reach greater heights in medical education & research, and health care.  The high standard of education both at undergraduate and postgraduate level has always been maintained and every effort is taken to improve it further. 

 

           

            Apart from the undergraduate and postgraduate medical courses, the Institute also conducts post doctoral courses like M.Ch. in Urology & CTVS, DM (Cardiology) and paramedical courses such as M.Sc. (Medical Biochemistry), B.Sc. (Medical Laboratory Technology) B.Sc. (Nursing), B.M.R.Sc. etc. and short term Medical Record Technician training course.  Besides, the Institute also offers Ph.D. programme in Para-clinical departments  like Anatomy, Microbiology, Physiology, Pharmacology etc.  All these courses are affiliated to Pondicherry University and admissions to these courses are made based on merit in the entrance examinations which are conducted by this Institute.

 

            The Institute has an attached hospital with 1050 beds catering to the healthcare of not only the people of Puducherry but also the neighbouring Tamil Nadu and even Andra Pradesh, Kerala and other States.  On an average, about 5000 patients are attending the OPDs and the bed occupancy rate is always more than 100% which speak of the quality of medical care offered in our hospital.  Lot of new projects such as a 360 bedded Super Speciality Block, a Trauma Care Centre, A Burns Unit are coming up and a few more like Maternity & Child Health Block, Basic Sciences Block are in the pipeline with which we would be in a better position to serve the people and train our students.

 

Now, I would like to present a brief report on the performance of our Institute in the year 2007:

 

 

Academic Activities & Achievements by students

           

            During the year 2007, 255 students were admitted altogether in all courses and as on date our students strength is­ 828.

 

            The pass percentage in MBBS is 82%, PG courses 91.89% and rest of the courses, it is 100%.

 

            Following are some of the achievements by our students during last year:-

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

            Our students excelled in co-curricular activities as well.  The annual college festival, ‘Spandan’ was conducted with usual grandeur which evoked good response from other colleges all over the country.  Around 50 colleges participated in all the sports, literary and cultural competitions of this gala event.  JIPMER Men’s Badminton team secured first place in this Inter-Medical Collegiate Tournament conducted at all India level while Men’s Hockey team secured Second place.   JIPMER Women’s Basketball team and Men’s Football team emerged as Winners in the Inter-collegiate Tournament conducted by Pondicherry University. 

 

            JIPMER has been chosen as one of the study centres for Diploma in Hearing, Language and Speech (DHLS) being conducted by AII India Institute of Speech & Hearing, Mysore,  through virtual class room mode.  Other study centres are MAMC, Delhi, AIIPMR, Mumbai and RIMS, Imphal. Presently, 16 candidates are undergoing this course in the Department of ENT.

 

            Another new course namely Pre-hospital Trauma Technician Course has been started from last year with a view to have trained manpower to properly handle and transport the accident victims from accident site to hospital.

 

            Admission to MBBS course under All India Quota through video conferencing was taken up as a pilot project and completed successfully. 

 

Achievements of faculty

 

1.             Dr. K.S.V.K. Subba Rao, Director, was one of the Indian delegates sent by Ministry of Health & F.W. Govt. of India, to attend the Regional Patient Safety Workshop on “Clean Care is Safer Care” held at Bangkok in June 2007. 

 

2.             Dr. Ashok Kumar Das, Medical Superintendent, has been elected as National Dean of Indian College of Physicians. 

 

3.             Prof. S. Badrinath, Project Coordinator & Chairman of the Technical Committee constituted by Ministry of Health, has completed vetting of specifications of high end equipments to 13 medical institutions in the country under the PMSSY programme.   

 

4.             Dr. Vinod Kumar Ramteke, Director-Prof. & HOD of Surgery has been appointed as Expert Advisor for UPSC & Haryana Public Service Commission.

 

5.             Prof S.C. Parija, Director–Prof. & HOD of Microbiology, has been conferred with Fellow of Royal College of Pathologist by the Royal College of Pathologists, London, in recognition of his immense contributions to the  field of Medical Microbiology. He shall be receiving the Fellowship during the convocation of the Royal College of Pathologists to be held at London  in October 2008.  He has been conferred the most prestigious                  Prof.PN Chutani Oration Award 2007 of National Academy of Medical Sciences.  He has become the President of Indian Academy of Tropical Parasitology.

           

6.             Dr. C. Adithan, Director-Professor & Head of the Department of Pharmacology, was nominated as a member of the Governing Body and Scientific Advisory Board of Indian Council of Medical Research, New Delhi. He participated as a member of the Indian delegation of Scientists in the Joint Working Group meeting of ICMR-INSERM at Paris, France in June 07.  He was appointed  as the Chairman of Expert Group in ICMR to review the functioning of National Informatics Centre with regard to  Bio-medical information.  Dr. Adithan was also nominated as a member of Programme Advisory Committee on Health Sciences of the  Department of Sciences & Technology.  Dr. Adithan acted as coordinator of the Indo-French symposium on Pharmacogenomics held at Cochin in November’07 which was attended by senior scientists from India and foreign countries.  He delivered the presidential address during the 40th Annual Conference of Indian Pharmacological Society at Punjab in November’07.

 

7.             Dr. Karoon Agrawal, Professor & HOD of Plastic Surgery, is the President-elect  for 2007-08 of Indian Society of Cleft Lip Palate & Craniofacial Anomalies. He is also the President-elect of National Academy of Burns-India for 2008-09.

 

8.             Dr. A. Bhupathy, Professor of Obstetrics & Gynaecology, was awarded as Best Medical Officer by Govt. of Puducherry for his contribution in sterilization services.

 

9.             Dr. Vikram Kate, Prof. of Surgery, was awarded the fellowship of Royal College of Surgeons of Ediburgh in April’07.  

 

10.        Dr. Sunil Narayan, Prof. & HOD of Neurology, was awarded Commonwealth Split-site Doctoral Scholarship at the Institute of Ageing & Health, University of Newcastle.  He was also awarded Chikitsa Ratna by Delhi based forum namely International Study Circle.

 

11.        Dr. Gitanjali, Professor of Pharmacology, attended the meeting on ‘Role of education in rational use of medicines’ conducted by WHO SEARO at Bangkok in December’07.

 

12.        Dr. Raveendran, Professor of Pharmacology, attended the 6th World Congress on “Alternatives and use of animals in the life sciences’ held at Tokyo in  August’07.  He also chaired a session in that Congress.

 

13.        Dr. Mariette D’Souza, Professor of Dermatology & STD, attended the   2nd Conference of Asian Society for Pigment Cell Research held at Singapore in July’07.

 

14.        Dr. G.K. Pal, Professor of Physiology, received Dr. A. Namasivayam Award from Indian Association of Biomedical Scientists for his contribution in Neurophysiology.  He has also received A.V. Tilak Parvathy Devi Research Prize from Association of Physiologists and Pharmacologists of India for best research publication  in Neuroendocrinology.

 

15.        Dr. Lata Chatuvedula, Prof. of Obstetrics & Gynaecology, won   Dr. C.S. Dawn prize for best paper presented in the 50th All India Conference of Obstetrics & Gynaecoloy at Kolkata in January’07.

 

16.        Dr. Vishnu Bhat, Director-Professor of Paediatrics edited a book on “Protein Energy Malnutrition”.

 

            Besides the above, our faculty and students have attended 118 conferences and workshops within the country during last year and presented 72 research papers.  Also, 152 papers have been published in various national and international journals.    62 research projects funded by WHO, ICMR, DST and other agencies have been undertaken in various departments of our Institute.

 

Conferences/Workshops/CMEs

 

      The following workshops/CMEs were conducted at JIPMER during last year:

 

  1. A CME programme on “Head and Neck Cancer – Current Concepts” was conducted by Department of E.N.T. on 3rd January 2007

 

  1. 4th National Workshop on ”Basic Techniques in Molecular Biology and Bio-informatics in Pharmacogenomics” was conducted by Department of Pharmacology from 8th to 14th August 2007. 

 

The aim of this workshop was to train the participants with basic knowledge and skills needed for establishing a pharmacogenomic laboratory and carrying out research.   The department also conducted ` Pharmacovigilance Awareness Programme’  for senior doctors, residents, interns and nurses from 26th to  28th June’07.

 

  1. A CME programme on “Diabetes” was organized by Department of Medicine in the month of June 2007.

 

  1. One day CME and Workshop was organized by Department of Radio Diagnosis on “Musculoskeletal and Head & Neck Imaging” on 23rd August 2007.

 

  1. A workshop on  “Colposcopy” and CME programme on “Carcinoma Cervix” was conducted by Department of Obstetrics & Gyanecology in collaboration with Puducherry Obstetrics & Gynaecological Society on 6th & 7th October 2007.

 

  1. Department of Ophthalmology conducted a CME on “Contact Lens” on 24th June and CME on “Orthokeratoplasty and Ocular Symptoms, and manifestations in sleep apnoea syndrome in December 2007.

 

  1. Department of Cardiology conducted a workshop on “Atrial Fibrillation Mapping and Ablation in Rheumatic Mitral Valvular Disease”.

 

  1. A sensitization-cum-training programme for PHC medical officers, interns PG residents and public health nurses was conducted by Department of P.& S.M. on 13th May 2007 as part of implementation of Geriatric Care Project funded by WHO.  The department also conducted two training programmes in collaboration with Food and Nutrition Unit, Govt. of India, on `Nutritional Problems’ for Child Development Project Officers under ICDS from Puducherry, Villupuram and Cuddalore.

 

  1. 54th National Course on Educational Science for Teachers of Health Professionals was conducted by Department of Medical Education  from 19th to 28th February 2007, and the 55th Course was conducted from 17th to 26th September 2007.

 

Hospital Services

 

             Our hospital continues to provide quality treatment to all patients in a clean environment.   The OPD attendance has shown an increase of 4% over the previous year while it is 9% with regard to in-patients treated.  A total number of  12,69,201 patients were treated in the OPDs and the number of in-patients treated was 56,210.  Special Clinics have recorded an attendance of 2,28,999 and the attendance in Emergency Medical Services was 99,208.  12,950 deliveries were conducted and 36,876 surgeries were performed during the year. 

 

            On an average, 4285 patients attended the OPDs every day and the bed occupancy rate was 100.5% throughout the year. 

 

            Treatment is rendered totally free of cost to all the poor patients while those who opt for special wards are nominally charged.  Even expensive open heart surgeries, pace maker implantations, angioplasty and other cardio vascular interventional procedures are done free of cost to the poor patients.  Availability of all essential drugs was ensured  throughout the year.  JIPMER Blood Bank has conducted 51 blood donation camps during the year.

 

            The Department of Cardiology is the Largest Centre for implantation of permanent pacemakers in the whole of South India.  Till date, 2254 permanent pacemakers have been implanted by the department mostly on poor patients from rural areas.  The Department of Cardiology in JIPEMR is the only one in this part of the country to start Radio Frequency Ablations which is  one of the most sophisticated methods of treating Cardiac Arrhythmias.   

 

            A new OPD for Physical Medicine & Rehabilitation has been started and functioning from May 2007. 

 

            The budget allocation for the year 2007-08 was Rs.160 crores including 87 crores for capital works.  Out of the sanctioned staff strength of 3007,  2354 staff are on roll at present.    14 new faculty members have joined this Institute last year, 10 of them on regular basis and 4 are on contract.

 

New facilities

 

  1. A Drug Information Centre has been set up in the Department of Pharmacology.  It was inaugurated in June’07.  It caters to the queries related to drugs in clinical practice and related information.

 

  1. The buildings of Regional Cancer Centre, Nursing College & Hostel have been recently inaugurated by Hon’ble Union Minister for Health & F.W.  These are expected to become fully functional in the near future.

 

  1. A 360-bedded Super Speciality Block, Trauma Care Centre are under construction and likely to be completed by June 2008.

 

  1. More new projects like a 400 bedded Maternity & Child Health Block, Basic Sciences Teaching Block to house  all the pre-clinical departments in one place are to be taken up in the Eleventh Plan.

 

With all these, there will be a major expansion which will result in not only providing high quality medicare to poor patients but also will increase the number of seats in both PG & UG courses. 

 

            Several costly hi-tech equipments were procured last year.  Some of them are -

 

  1. An advanced PFT Machine for the Department of TB & CD
  2. Fully automated random access Chemistry Analyzer for the Department of Biochemistry.
  3. Most modern Ventilators for ICUs of Medicine, Surgery and CTVS departments.
  4. Instrumentation for total Knee Replacement for the Department of Orthopaedics.
  5. A 1000 mA Digital X-ray machine and  an advanced Colour Doppler Ultasound machine for the Department of Radio Diagnosis.
  6. Accounts Section has been modernized with modular furniture and desk top computers.

 

Dignitaries visited:

 

  1. Dr. R.K. Srivastava, Director General of Health Services, New Delhi, visited this Institute in January 2007.

 

  1. Prof. B.M. Hegde, former Vice Chancellor of Manipal Academy of Higher Education, visited as Chief Guest for the Institute Day function in February’07.

 

  1. The Department related Parliamentary Standing Committee on Health and Family Welfare comprising of senior MPs visited in July 2007 in connection with JIPMER, Puducherry Bill, 2007.

 

  1. A high powered committee headed by Dr. R. Sambasiva Rao, Addl. D.G. and former Director of JIPMER visited this Institute to elicit the views of stakeholders regarding proposed one year extension of internship in the MBBS course.
